Project Description
"Legal Options for Community Choice Aggregation in Virginia"
Virginia Clean Energy has asked the Environmental and Regulatory Law Clinic at the University of Virginia School of Law to investigate the legality of community choice aggregation (“CCA”) under existing Virginia law. Accordingly, the study will evaluate the legality of CCAs generally under Virginia law, while at the same time identifying some possible legal hurdles to implementation of a CCA by a Virginia municipality.

Project Background
In line with our mission to promote Community Choice Aggregation as a tool for counties, cities, and municipalities in Virginia to help them transition faster towards a renewable energy future, Virginia Clean Energy wanted to develop a study for one or more counties and municipalities to determine the legal options for a potential CCAs in Northern Virginia.
The project was submitted to the University of Virginia in early 2019, and the study started in September 2019.
